How does the metro area being spread across jurisdictions affect Waymo's rollout in DC? Is approval from DDOT / DC Govt really all that Waymo needs, or are VA/MD state govts also playing a significant role? What about smaller surrounding authorities like Arlington, Alexandria, Montgomery County, PG County, etc.?

Generally, I'm not super in the loop on how AV approvals work, but my impression is that it's much easier in cities like Austin because of the jurisdiction issue. In Austin, I imagine Waymo can more easily stay within a defined zone within one municipality. But in DC I feel like it's borderline impossible to drive without ever crossing city/state lines. Even if DDOT approves, there's no point of having a version of Waymo that can't even take you to Reagan airport. Is that shaping up to be a realistic possibility and problem?
